ECE R10 (Automotive EMC Approval and the E-Mark)
UN Regulation No. 10 is the EMC type-approval regulation for vehicles and for the electrical or electronic sub-assemblies fitted to them. It governs interference, not light output: an R10 E-mark says nothing about a lamp's beam pattern or whether it is road-legal.
R10 applies to vehicle categories L, M, N, O, T, R and S, and to components and separate technical units intended to be fitted to them. Category T is agricultural tractors, which is why the regulation reaches machinery lighting and not only road cars. The current text is the 06 series of amendments.
It tests two directions. Emissions: the switching noise of an LED driver must not disturb the radio, GPS, ABS or other electronics already on the vehicle. Immunity: the lamp must keep working when the vehicle passes through an external electromagnetic field. A lamp can fail either one independently.
An E-mark is not one approval
The E-mark is a family of approvals, not a single certificate. R10 covers EMC. Photometric and signalling functions sit under their own regulations, with R112 and R113 for headlamps and R148, R149 and R150 consolidating the older light-signalling, road-illumination and retro-reflector regulations. So the sentence "this lamp is E-marked" is incomplete on its own. The question to ask a supplier is which regulation the approval was granted under, and what the approval number is.
Where work lamps sit
The position is asymmetric and it surprises most buyers. No regulation sets how bright a work lamp must be or what beam it must throw, as lumens vs lux vs candela sets out: SAE publishes no photometric standard for work lamps and ISO 12509 excludes work lighting from its scope. But EMC is not optional in the same way. Once the lamp is fitted to a vehicle in one of the listed categories, the electromagnetic requirements still apply to it. Nobody legislates how well the lamp lights the job; somebody does legislate that it must not interfere with the machine it is bolted to.
What the tests reference
R10 carries its own limits, but the test set-ups and measurement methods come from the CISPR series: CISPR 12 for disturbances radiated to the outside of the vehicle, and CISPR 25 for the protection of receivers on board, measured at component and module level. This distinction matters commercially. A supplier saying the product "complies with CISPR 25" is describing a test method it was measured against. A supplier holding R10 approval has an approval issued by a type-approval authority. The second implies the first; the first does not imply the second. See CISPR 25 for what that test measures.
Reading the number
The digit after the E identifies the country whose authority granted the approval — E1 Germany, E2 France, E43 Japan, E45 Australia. It is not a grade, not a performance class, and it does not mean one country approves to a stricter standard than another. Approvals granted under the 1958 Agreement are recognised across all contracting parties, of which there are more than sixty.

CISPR 25 is the international standard limiting electromagnetic interference (EMI) from electrical devices installed on vehicles. A Class 3–5 rated lamp will not disturb radios, GPS guidance or telematics in the cab.
